Why people find it convincing
- Israel alleged in January 2024 that UNRWA employees took part in the October 7 attack; many donor states paused funding.
- In February 2024 the Israeli army showed a Hamas tunnel and data centre beneath UNRWA's Gaza headquarters.
- UNRWA's own investigation (OIOS, August 2024) found that nine staff 'may have been involved' and they were dismissed.
- At the same time, UNRWA is the backbone of aid in Gaza, and hundreds of its staff have been killed in the war.
What's true
There were real findings — and real gaps in the evidence for the broader claims.
The UN's Office of Internal Oversight Services concluded in August 2024 that nine staff members may have been involved in the October 7 attacks; UNRWA dismissed them. The independent review led by Catherine Colonna (April 2024) found that UNRWA had neutrality mechanisms but with gaps, and noted that Israel had not yet provided evidence for its broader claims about staff affiliation with militant groups. A tunnel and data centre under the Gaza headquarters were documented. Israel's Knesset passed laws in October 2024 restricting UNRWA's operations. Verify all figures and dates against the reports.

What's left out
An agency of local staff in a Hamas-ruled territory — which both explains and is the problem.
UNRWA employs around 13,000 local staff in Gaza, a territory Hamas ruled from 2007; overlap with Hamas members and sympathisers is to be expected, which is both a mitigation ('it's the society it serves') and the core of the problem ('then it can't guarantee neutrality'). Camps have been used for militancy before: in 1958 Jordan seized arms in refugee camps and detained 142 people (NYT, 16 August 1958). 'UNRWA is Hamas' erases the thousands of staff keeping people alive; 'it's all propaganda' erases documented findings.

Where it leads if pressed
Who delivers aid and education instead — and who verifies neutrality?
Closing UNRWA without a functioning replacement harms civilians; keeping it unchanged ignores the findings. The honest debate is about vetting, independent oversight, and which bodies could take over which functions (UNHCR, host states, a future Palestinian authority). Proposals that answer those questions deserve engagement; slogans on either side don't.
