“UNRWA schools teach hatred of Jews and Israel.”

Pro-Israel version: UN-funded schools raise children on antisemitism and glorification of violence. Pro-Palestinian mirror: UNRWA schools are among the best in the region and the attacks on them are a pretext to defund refugee services.

1. Why people find it convincing

   • UNRWA runs hundreds of schools for over half a million children, often the only decent schooling available in the camps, and its graduates have high literacy rates.
   • Textbook reviews have found content that delegitimises Israel, erases it from maps, and in places glorifies violence or contains antisemitic material.
   • Some UNRWA teachers have posted antisemitic or violence-praising content on social media.
   • Palestinian children growing up under occupation or siege learn their national story at home and in the street regardless of what a textbook says.

2. What's true

   The schools matter enormously, and problematic content has been documented.

   UNRWA's school system is a lifeline for refugee children. UNRWA uses the curriculum of the host authority — in the West Bank and Gaza, the Palestinian Authority's. An EU-commissioned study by the Georg Eckert Institute (2021) of PA textbooks found a mixed picture: much content meeting UNESCO standards, alongside antisemitic narratives and incitement in some materials. Monitoring groups such as IMPACT-se have documented further examples, including in UNRWA-produced supplementary material. Verify each report's actual findings and quote them exactly.

3. What's left out

   Whose curriculum, who reviews, and what the evidence clusters are.

   Much of the content comes from the host authority's curriculum rather than being authored by UNRWA, which has said it reviews and supplements materials against UN values — critics and defenders disagree on how effectively. The loudest evidence often comes from one advocacy cluster on each side (monitoring NGOs on one side, UNRWA and allied NGOs on the other); the EU-commissioned study is the closest to independent and should anchor the entry. 'All UNRWA schools teach hatred' and 'there is no problem' both fail against it.

4. Where it leads if pressed

   Fix the curriculum, keep the schools.

   If the concern is content, the remedies are curriculum reform with independent review, teacher accountability, and conditioning funding on measurable change — not shutting schools that children depend on, with nothing to replace them. If the goal is instead to end the refugee question by ending the agency, that is a different argument (see unrwa-refugees) and should be made openly.
